I beg to draw your attention to the contents of a Colonial Office telegram which appeared in the "Times" of Friday last, headed "Hongkong-Canton Railway: Criticisms on the Railway Administration". The telegram states that fears have been expressed that the proceeds of the loan, which was raised over five years ago for the New Ch'iang extension, have not been disbursed with such impartiality as to retain the confidence of investors and invite them to subscribe to new issues. As an instance, I may say that the North China Railway debentures of 1st March, 1899, are not paid, though the credit is ample, pending remittance from the Railway Administration account in London.
